Ask 10 random people what socialism means and all 10 will get it wrong. Some people actually think its everything the government spends money on even public schools and police officers. It is NOT a socialist nation.It is rumored that Norway is a liberal paradise, because they are heavily regulated and "provide" health care and education to their people, but it isn't a socialist nation. Remember, the people who want to believe that want to believe that everywhere that is good are socialist and everywhere that sucks is capitalist. You see how they try to state that DPR Korea and Somalia are capitalist nations.
Norway is a wreck, but it isn't because they are socialist. It is government spending. Their debt is 60% of their GDP.

So... You're correct here.... However, if you look on that same website, you will see that we(i am a world socialist) do not view socialism/communism as something that has existed anywhere, ever. That means the USSR, PRC, DPRK, etc, etc, etc were not socialist/communist, by definition, but instead state capitalist as defined by the world socialist movement.This seems to be the first time you properly represented socialism...
EDIT: Mckendric, socialism and communism are the same thing, in the marxist sense of the words. Marxists do not distinguish between the two.
